The Punishers may be the deadliest gang on the streets of Milwaukee and it is made up of police officers. For years Milwaukee officers involved in fatal shootings have been exonerated by juries - even when victims were unarmed and shot in the back.
After a recent federal case 2 officers have been identified as members of the gang. One of the men had a punisher decal on his car. The other had a tattoo made up of the toothy skull on the body armor of the comic book vigilante and a black spade.
Another symbol in the tattoo is the number 7 which is believed to stand for the African-American neighborhood where the officer, Jon Bartlett, worked. A search of Bartlett's home turned up "The Turner Diaries" which is a white supremacist manifesto.
